Well it is an effigy of maybe a turtle or lizard. Not uncommon to be on pots or handles in mayan and aztec. The hole may have been for suspension.Many effigies were made of clay in the americas north and south.With out the rest of the item be hard to say with out pottery analysis.

Looks Toltec to me,
Turtle definately,
Most likely a pots handle
