.69 cal bullet with unusual (?) base

Found this bullet in an area along the Peninsula Campaign route. I have found .69's before but all have a full conical base. This one has a flat cavity. Is it unusal?

You might want to post this in the "What is it" forum. It will get more attention there. I don't think the bullet is that uncommon.

I have dug lots of .69s in central Va. That is by far the most common base I find.

Thanks. As this was the first and only one I've seen with that type of base I wasn't sure.
