well it could be a civilian coat button. It looks in too good of shape to be Civil War IMO but I am certainly no button expert. The back marking and shank are usually what gives you the necessary background and ballpark age. The design is certainly civil war.
It could be from someone who engages in Civil War re-enactments - I have found some of these.
