No. It's a collar disc. They were first used in 1910. I think yours is a later version but would need a clearer picture to determine what period. Possibly circa WWII. I just had another thought, It could also be a rosette that was part of horse tack. Please post a picture of the back and a better one of the front. You might also want to put this in the "what is it" forum.

After looking on the web I am leaning towards a rosette due to the style of the letters.

I'm thinking the same thing as Fire Fighter here on this piece being a Rosette off a horses bridal. The size and the lettering looks right. Congrat's on a great find.
