I agree on them being bale seals. There would have been a wire loop protruding from the holes on the side. Kind of like a power meter seal if you know what I mean.

Yea Man , I'm afraid you do have 'Bag Seals' Still old & I really don't find them that often in my area.

You being in good ole VA , I can easily see some Civil War relics in your future.
Don't give up, & nice work or your Native American finds.
