How to clean up a beach dug small bell

So I found this today, dug up on the beach. Not sure what it's made from (Silver would be nice!) and wanted to ask you guys if you have any tips on getting the crud off it?

The hollow was full of reasonably loose sandy crud, came out quite easily using a toothpick, unfortunately the knocker came with it.
It has what feels like tiny grains of sand stuck to it and I get the feeling if rubbed they would come away although I haven't done that as I'm a long time coin collector so being careful with how I treat / clean (I don't) things is second nature.
The orange 'rust' doesn't actually seem like rust when looking at it in hand but seems fairly well attached.

Haven't done anything to it apart from soak it in fresh water.

Also, not sure what it's original purpose was, reminds me of those period dramas where the master of the house ring's the bell at the dinner table to let the 'servant's' know to bring the main course...
