Not sure what it is, but should I go peroxide or electrolisis?

Found this at a site that was a Rev war encampment and a military school for a short period of time in the early 1900's. There is definitly some lettering but I just can't quite make it out. Is there a way to remove a little more dirt and corosion so I can maybe see a little more detail?

i would try peroxide before electrolysis. electrolysis can sometimes do more harm than good.

To remove rust, lime, calcium buildup use a combination of Phosphoric &
Glycolic Acids. To use safely put the item in a small glass jar such as salmon
egg jars, add acids with a little distilled water, cap tightly and swirl and watch
the gunk fall off. When contents turn cloudy brown empty and add more mix.
This is the mixture "The Works" use to have.

i think I got all the dirt off but most of it has worn away pretty well. I can make out WHITNEY U.S. on the outside and PENN____ something toward the center. If only I had a crystal ball or magic wand to give me just a little more from the worn areas. Maybe theres something I haven't tried yet?

That's a good idea but I don't think theres really enough info to find anything out what it is? I did peroxide it but nothing more became visible.
