I have a similar set, but mine has two coins, a BU 2004, and a blank, both in the same kind of wrapper. Got it at a local coin show.
This probably doesnt help, but its just my 2 cents.

Are they sealed all together or are they individual. If they are individual I say they are from mint sets. But if they are sealed in the group like the picture they are from a company like Littleton coin company. Littleton wraps all of the "RAW"(uncerified) coins they sell in wrappers like that.

Yea it's a whole preforated sheet with all the coins being 1963D it may very well be after mint since they are H/T in no particular pattern so probably a co. like littleton?

And yes all 70 of them are red shiney new.
