Who's Calling them Silver ?

The Only "SILVER" State Quarters are the "S" Mints which are sold at a Premium

There could be several reasons actually.

Someone trying to Scam People by Saying "Silver"

Someone Uninformed.

Someone Talking about the S Mints.

There are also those Elderly People who Still Call all Silver Colored coins "SILVER"
Just like those who call the Newest Dollar coins "Gold"

When the Ike dollars came out everyone called them "silver" dollars.
I guess you just can't break bad habits.
