How do you get banks to sell you coin-machine bags?
While dumping some halfs at a local bank (the only bank within 15 miles with a coin counter machine) the teller came over to change the half bag and I kind of jokeingly asked if anyone could buy the full bags and she said no then something about the bags have to be sent out to be counted or something like that. I would think the machine would keep track of the total coin count. Maybe different banks do things differently. So to you guys that buy them, how do you approch the bank about buying them? How do you ask? Should one ask to meet with a branch manager and talk to them about it? Any ideas would be helpfull.

Not all banks sell their coin bags, depends on the bank. I only know of one bank by me that has a coin counting machine and was told by the teller that they sell their bags after asking for as many pennies as they could give me.
If they didn't offer them to you, it might be their branches policy not to sell them, but I don't see what it would hurt to ask the branch manager.

No secret tricks. I just ask. Sometimes they are willing and sometimes not. If I get a vault teller from another branch of the same bank, I usually tell other branches that "What's her name at branch over on Main Street sells me bags off their machine..." That actually usually works. However, you just have to ask. I've noticed banks are more willing to do it here in the central/south US than on the East coast in my experience...

Some banks will and some wont. I now have 2 banks that will not only sell me bags but they call me to let me know they are full as well. Bank 1 will sell me Pennies, Nickels, Dimes, Quarters and Half Dollars. Bank 2 will just sell me Half Dollars as they roll all their own coin from what people drop into the coin counter. The other branches of Bank 2 that are local to me wont sell me bags off their machines so its totally depends on the branch's manager and vault manager.
Its much like ordering half dollars, my personal bank here in town wont order me half dollars, they say they cant. I go north and I have 2 other branches of the same bank that will order me half dollars, $1000 at a time. Neither will sell me bags off their coin counter though. Though they can get me boxes of Halves, I use them as dump banks because I have 3 other branches in that town that can order half dollars for me. So I search, dump, search, dump, search and dump.
So.. if they wont sell you bags, use them as your primary dump banks. If they will, try to use them to get you ordered coin plus bags of coin and dump someplace else.

The others gave you excellent advice. All you can do is ask. Some banks will sell bags from the machine, some won't. Of those that will sell, most require the bag to be full. Rarely (but it does happen) you will find a bank that will just simply pull the bag and sell it to you on the spot.
Although through experience, I have learned one little trick that will occasionally work. When a teller informs you that the bag cannot be purchased, either ask the teller to check with the manager to make sure, or better yet ask to speak to the manager yourself. Sometimes the teller is mistaken. Sometimes the teller just assumes the answer is "no" when in reality it isn't. Its worked for me a few times. In many of those instances I was the first person at that bank ever to inquire about buying bags. Usually the holdup (if there is one) is that the bank assumes that you will just buy the bag, search it, and dump it right back into their machine. If you can alleviate those fears, you have a decent chance of scoring the bag.

I have done this before, and it has worked a couple of times. However, I no longer do this and advise against it. Here is why: While on a road trip I had just bought a bag from a particular branch. A few miles down the road, I happen upon another branch of the same bank. I ask the teller about buying the bag and I'm told that it is against company policy. I inform the teller that I just bought one from one of their other branches. He gets on the phone and calls the manager. She shows up and I repeat my request. Again I am told that it is against company policy to do that. Again I state that I had purchased a bag from another branch. Her face instantly turns red and deepens into a scowl. She says something like, "Oh really? Which one of my managers allowed you to buy a bag from the machine??" I instantly realized 2 things: 1. I am talking to "the" manager, not just "a" manager. 2. The nice manager down the street that just sold me a bag did so against company policy, and very well might get into trouble over it. Not wanting that, especially after her violating a company policy to do me a favor, I quickly told "the" manager a flat-out lie. I told her that I was lying just to try and get the bag. I excused myself and left. I hope it worked. I have no desire to get someone "written up" or even worse, fired, over a bag of halves.

As others have said, some banks have a policy against it, some don't. Sometimes it is a branch only policy and not all branches of the same bank share the same policy.
Whether or not a bank is willing to sell a partial bag (without filling it up first) will depend on whether or not they know how to zero out a particular bag on the machine (different machines have different features) as well as policy. Also banks that ship all bags out via armored service are most likely to be willing to sell the bags versus banks that "roll their own" coins. Those that roll their own tend to also not order boxes from the armored service to keep costs down.
Around me, most banks have policies against selling bags directly off the coin machine or use coin machines that have big bins underneath that mix all the denominations together. I have yet to ask to buy all the coins in a big bin as I typically don't have enough cash to cover it. On top of that I would need to empty the bin by hand into many canvas bags just to get it into my car. Basically, almost not worth the hassle (unless of course you watched someone cash in a collection).
I usually don't use the line about buying them from another branch up the street as I don't want to get anyone in trouble either.
Also, with the exception of half dollars, I usually don't buy bags from banks that "roll their own". Luckily, I tend to only run into when I am in small town banks on road trips.

My best dime pulls ever were from banks that roll their own from customers. I got 14 dimes in one day, 273 rolls netted me 13 rosies and 1 merc.
I Just buy 50 rolls or 100 rolls every now and then from them, they have two branches in my town. I will settle with that when I average 1 silver every 20 rolls from them.

All the banks in my small town will sell them to me BUT "Sure Charlie, when you open an account" Which I don't blame them for saying but I already have four different bank accounts in town and I don't need anymore.

Here in westchester ny and surrounding areas i have a zero success rate for getting bags. I have to drive 2 hours away for 1 bank that will sell me a bag.

I dont have an account at either of the banks that sell me bags lol. In fact, one of them orders me halves now 
I will open an account though because the one in town wont order me halves and I would like another supplier for String Halves.
