Last week in a CWR I found a red 40%er painted similarly. My guess is that it was used as part of a metal detecting contest. I think I read somewhere that painted coins were used like that in the past. I have no idea if that is true or not. Maybe someone here will chime in if they know.
But it was silver so I was happy.

In the old days they threw back the 40%ers, since they were still either worth barely face or below.

But did they mark halves back then?
1/100 of an American dollar is a cent. It is NOT a penny. The word penny is used by several other countries, such as Great Britain, to denote their smallest denomination. In order to be numismatically correct, you must use the term cent to describe the American coin.

Yup. Talked to an old timer a few months back. Said he would get bags of halves back in the day, canvas bags. They would go through and pick out the 90% and throw back the rest.

Less than face? I know what you meant, and I remember those days. You couldn't afford to keep the 40%'ers as you couldn't find a buyer and you would have your entire bankroll tied up with 40%'ers. Your money was best applied to finding more 90%'ers. But let's be clear, they were always worth face.

Right, the coin was always worth face. I was speaking to the intrinsic value. Looking back I see how what I wrote was unclear.

Did they spray paint the rejects? That is what I was asking.
