Looks to be CWR to me... Either that or the bank wrapped them themselves.

That is hand rolled. Either by customer or bank. I do not believe any machine wrapped rolls come like that but could be mistaken.

Its machined so thight that I had to rip them open I couldn't even unroll the end.

I would guess it is the banks own machine wraps. I have 2 banks near me that have a roller in their bank and roll their own. If those are tight like you say it is most likely not hand rolled.

Rolls of dimes from Garda come exactly like that in my area.. Obviously they could be bank rolled..
