From the looks of it, it looks like this was stashed away back when silver was pretty cheap, perhaps even at face value back in the 1960s and 1970s and simply forgotten about when the owners moved out. The safe would most likely be used for more valuable things (gold, guns, collector coins, etc.) or as a distraction against burglary.
