Error or PMD?

Found this while hunting. The 1 in the date is really slanted.

Weighed it and I do know for a fact it is a 1980, 1981, or 1982.

Yes I was thinking the same, but how can it just shift over?

i don't think coins hitting against each other can do that, i haven't heard of any errors like that, so i would think it has to be pmd

I would think that is deliberate post mint damage. Someone breaks the 1 free from the coin with a chisel or screwdriver. Then glues it down at a different angle. Of course, in theory.
