Found this cent that looks like a D mint mark was stamped over a S mint mark.Is it possible on a 1983?

Also found this strange one.The cent is not in very good shape,but still is it PMD or was there something on the die when struck?
It's in the shape of a ring.

The 1983 looks like damage, but don't trust me on that. I would also encourage posting in the Coins section, to increase visibility from collectors.

It's just damage. The mints are on opposite sides of the country and SF only uses proof dies. Need a close-up of the mint mark, but pretty sure it's just zinc rot.

How are the mints on opposite sides of the US? I understand they are far, but they are not that far.
