No halves were made for circulation in 1970.
True, no halves were minted to be released into circulation, but 1970 D halves were still made in mint sets and have the same finish and appearance of a circulated coin. Looking at the mintages,
1970 D: 2,150,000
1970 S proof:
2,632,810
So yes, there were more proofs than regular strikes in 1970.
