Blisters on a Half ----- Any ideas what is going on?

This is not a magician's coin which separates in two. My first thought was that the blister on one side would line up with a dent on the other side. Instead, each side is flat except for one oblong raised area, and the raised areas do not line up with any anomaly from the other side.

The blisters are more apparent IRL, but the obverse is just below the bust of Kennedy and the reverse is on the olive branches and arrows on the right side of the coin.

What is this?

I just got one of these a few weeks ago. The teller told me it was in a fire, then said "do you still want it?". Of course I took it, it was really cool I thought. It also was 1971, my birth year. I keep it for good luck I guess....
