It is funny, because it was probably someone with a sticker machine trying to make a quick buck with a cheapo "commemorative".
I'm pretty sure the Obama administration didn't put these on the least circulated coins in the US to try and convince voters to sway an election.
Because no one looks at a coin and says "Well, that decided it for me."
Clearly it was done by someone to make a buck. Just like posters, bumper stickers, window clings, etc are printed and sold to make a buck. That doesn't change the fact that they are political propaganda. This "gem" was part of a set and was wisely disposed of by whoever was saddled with it.
I just think it's funny that a commemorative coin that was meant to be a collectors item was thought of so highly that someone cashed it in!

I think it was used for babies! It was a kind of pacifier to look at to keep them from crying!
