Dime error?

Hello everyone, I have been following this forum awhile and decided to join. I search about 8 boxes of dimes a week and have found 220 dimes this year. Anyway after I dumped some dimes today I found this in the reject bin and was wondering if this is an error and what it might be worth. Sorry for the quality this is the best I could do with my phone.
