PMD?

Long time no thread. Been hunting steady since relocating and having decent finds the last two months. Besides the increased silver, a few notables like my first modern silver proof dime and my first silver in a MWR of quarters (an 80% Canadian quarter). Nothing mind blowing though, except for my wife helping with five boxes of halves last week! She's coming around after a year and a half of hunting, and she's also finding a few wheats and even a silver Rosie in her register at work.
Anyway, what do you guys think of this cent? It's not a great photo, but you can see the D is a bit off, like 30 degrees counter-clockwise. Is it PMD? If it isn't PMD, is it even relevant? Thanks for the extra sets of eyes.

Mint marks used to be punched into the dies by hand, so their placement varied. This changed around 1990 when mint marks were added to the hub instead. It's nothing special.
