looking for opinions on possible '48 Wheatie error

the strike is really bad and diameter is 1/32" less than normal. is it over-milled? normal wheat shown for comparison. normal weighs 3.1 gms, other weighs 3.0 gms. post- mint flattening would not explain smaller diameter. motto, date, Liberty cropping plus USA unreadable and stalks too close to rim= one messed up coin. thanks all, I hang my old head in shame, for yes, it is a dryer coin. this forum has some TOP QUALITY TALENT FOR MEMBERS!!!. sure sucks being wrong, but after all my years I am starting to accept it :(
