Lamination error?

Hi! It's been a while since I've posted here! Recently, my grandfather gave me some of his old wheat penny rolls he's collected over the years. A bunch of oldies and some I didn't have, all around a nice Christmas present . Anyway, I found this guy that looks like a lamination error, but I have little to no knowledge of lamination errors. From the little research I did it looks like one, but i would like a second opinion. Lamination or nah? Thanks!

Yepper, definitely looks like damage. These appear to be gouges.
