How is a 96 a semi key date?

I believe he is claiming that the 92-P (not the 96-P) is a semi-key, but I can't agree in either case, as the mint issued 399.6 million 92-P and 829.3 million 96-P....

to clarify, the '92-P & 83-P have a higher value (than the D mints) despite the large production. same with nics, dimes, qtrs & halves. guess my terminology is a bit under the weather. still nice to get older nics that still glisten like new fallen snow :laughing7:
