That is one "Beat-UP" coin, for being a 1982. I've seen coins from the 30's&40's that looked better. Looks like an attempt to alter the coin in some way.

It also could have been put to a torch. If the inner Cu layer begins to reflow, the outer Cu-Ni layer can easily deform. Normally though, that shows through to the other side so I call it unlikely.
I'm leaning even more to the idea that it is a casting. File the edge and see if the layers are observable..

weight is normal 5.6 grams, also possible coin was in a fire :dontknow:
waiting on Huntsman & Enamel :help:???
