That, I believe, is called a "proof" quarter. A "p" mint mark with a high shine. Usually found in proof sets from the mint but can get separated and thrown into the wild.

Without weighing it, Looks like a Plated quarter, explains the edge reeding being solid color but a mintmark of P..

I believe it's the platinum one, at first I thought it was a Canadian quarter because rim checking it looked the same. So I was very suprised to pull this

Either just a common clad coin with its own cladding covering the reeded edge, or after market plating.

Seconding Walrus, Loose Change and Zomotion. Nothing special, just a regular quarter plated in silver or some other shiny metal.
