It's an example of minor off-center strike (not even considered an error). Like you said, pretty common.

If only the obverse is to one side like that it is just a misaligned die.

If both sides are off center like that then yes it is off center.
(Sorry to nit pick but the off center is a little more valuable than the misaligned die.)
