They are likely still operational but the vendor is unable to service them. By just putting the Out of Order sign on them, it stops their use. (No bins to empty; No equipment to service; No tickets to restock; etc.)
They're probably also frequent touch-points and could lead to the spread of the virus unless they're constantly being sanitized. I'm sure they've got bigger priorities at the moment.
I miss my coinstars...I used to check them whenever grocery shopping...
