I've never seen a foil-lined wrapper but my Dad used to put a sheet of aluminum foil in between the pages of his Whiman coin folders. I think this was thought to be a preservation technique back in the day.

Aluminum will help keep silver from tarnishing, but it must be in contact with the silver.

You can remove tarnish from your silver coins by placing a sheet of aluminum in a baking soda/water bath and placing the silver object on top of the aluminum foil. The warmer the solution, the quicker the reaction. Sulfur atoms will migrate from the silver to the aluminum (baking soda is needed to complete the circuit). In theory, this will return the silver back to it's original state without any loss or damage to the silver (in theory).
