1968 Roosevelt "error"?

I was given this coin in a change. It was so shiny that I thought at first it was an older silver dime, then when I looked later at the date it was 1968. (I understand that after 1964 only clad coins have been minted). No way this coin looks clad! However must be, but another interesting thing is what looks like a mistake on this coin on the anverse. I'm including some pictures, I apologize for the poor quality of them. I am not a collector and don't know much about coins (just into coin shooting with a metal detector). Can anyone tell me why this coin looks silver, and anything about the error on the anverse? Thanks!
