What is this mis-strike called? 2000-P Dime with pictures...

I received this 2000-P dime as change yesterday and was about to throw it into my change jar when I noticed it looked like it had a double rim on the left side of the front of the coin. In fact, all along the rim where the word "Liberty" is spelled out, there is a second rough edge. The double rim carries all the way around and ends roughly at the last "0" in the date of the coin. It is tough trying to capture this with a camera. I took a photo using natural light, but the second photo with the flash seems to have captured part of it better.

What causes this type of imperfection? Does this add value to the coin or are these errors pretty common on dimes?

i have found these also, but can't get an answer as to what it is. I have questioned that it maybe a collar clash possibly. ???
