Yup, they are the designers initials, Jack L. Ahr. His design was chosen in a competition for the bicentennial reverse of the quarter.

On the bi-cent quarters, there is JLA stamped on it. Johnny L. Appleseed.

This is found above the AR of Dollar on the reserve, just below his elbow.

This is a new designer initials myth. One I heard was about the Roosevelt dime. The initials JS appear in the front under his portrait. Myth had it that a KGB agent was working in the mint and put Joseph Stalin's initials there. In reality they were the designer John R. Sinnock's initials.
Another one involves Gilroy Robert's last initial of R. under Kennedy's portrait on a Kennedy half. Myth had it that somebody had put a Communist hammer and sickle emblem.
I just felt I should share some amusing information about vintage cold war myths.

I put back about 8 rolls of uncirculated Bicentenial quarters when they came
out. Any chance they might double in price?

Someday, I'm sure, but They made a LOT of these.
