This is a silver P mint marked.......I find nothing online about a silver P mint mark......seems a bit of a oddity.

I'm not aware of any "P" silver errors getting out but this is intriguing. Can you get precise weights? A copper-nickel clad issue will weigh 5.67 grams. A silver issue will weigh 6.25 grams.

There is a chance that the copper core isn't showing on a copper-nickel issue if you are merely looking at the edge of the coin. Also, have to consider that it could be plated.

I have both the proof sets and the silver sets and they both list the Hawaii state quarter as being minted in San Francisco

that's because all of the proof and silver sets ARE made in SF.

As stated by DigginThePast, it needs to be weighed accurately. It is probably plated or maybe it's a satin finish coin.
