Help identifying cladding error quarter 1965

So my co worker showed me an interesting quarter that he got that jammed up a washing machine. It was too thin, and too light, and the cladding wasn't complete.

It was sort of sandwiched, with a thin clad layer, then the reeded copper layer underneath it, and then another thin clad layer, and a weak strike.

I don't have a way to take a picture at the moment, so here is a rough MSpaint recreation.

Does anyone know what this error is called, and of course my co worker wants to know if he can retire off of it.
