Looks to be sealed in plastic, so may be uncirculated and possible proof condition. Sorry I can't determine more.

This is by all means not a silver coin. It is a .999 pure nickel composition, if you weight this coin it will be 8.1 grams.
It has only a face value, even in MS grades this coin is not worth much over the face value, but you may get lucky and sell it for a toonie.

It never looked silver to me, but I assumed that TRC knew for sure it is silver.

Actually it's mostly steel composition and weighs 6.9 grams. Your thinking of 1980-1999 mintages, this is 2000.

1980 to 1999
Composition: 99% nickel (minimum)
Weight (g): 8.1
Diameter (mm): 27.13
Thickness (mm): 1.9
2000 to date
Composition: 93.15% steel, 4.75% copper, 2.1% nickel plating
Weight (g): 6.9
Diameter (mm): 27.13
Thickness (mm): 1.95

Exactly, I just looked at the second picture and concluded that it's from 90s, but yes this coin is steel and is nickel plated.
