I believe thats what they call a cud error. It's caused by a missing piece of the die I think. I don't think it adds lot of value to the coin.

usandthem has it right,Looks like a cud, On the reverse side of the cud some of the design or devices should be missing .Would sell on eBay between $10 and $20.I sold a 1977 Lincoln on eBay awhile back for $36.00 but the condition was a little nicer with a larger cud

Yeah ~ this is a known cud ~ Listed in Sam Thurmans 1997 edition of THE CUD BOOK ~ listed as LC-78D-7B (see picture). There's a known earlier die state of this one where the cud is a little bit smaller. Yours is the later die state. NICE FIND!!
