Sounds like a third-party promotional item. It wouldn't have any numismatic value. The limited production gives the illusion that that it is a limited item, but there will be limited or no demand for such a product. I would unload it on eBay and hope to get the silver value (if they are .999 fine silver commemoratives). More than likely, they are only silver plated and essentially worthless.
