It's clad. It's either a case of the edge just having harder to see separation, or it has been plated.

If you have a decent metal detector, compare it with a known clad and silver quarter by running them under the loop. You should be able to tell clad from silver doing that.

What is the mint mark? If it's an "S", it may be silver. Any other mint mark is clad for sure.
