I would say from the current photo it does not look like HUB doubling. If you can get a better photo that would help or try scanning it.

I am sorry to say but it might have been a 1984 "Double Ear" Variety but due to the post mint damage (hit), it is now worth only one Cent!

Ya I was gonna say it looks like someone hit it with a Phillips screwdriver
