Weird "Hope" Quarter - almost looks like Obama stamped on it?

I was given this coin as change the other weekend. I have no idea what this is. Theres a face stamped on it and it almost looks like President Obama with HOPE written below his portrait. It looks like George Washington was stamped on top of whatever is behind him. Any thoughts on what is going on with this Quarter?

It's one of the (many) Obama commemorative quarters. No real value. There will be people that follow me that will say to burn it and melt it and all kinds of other drivel... I won't even get into that debate though.

Just spend it and move on... or keep it if you like the oddity of it. Worth about $0.25 in this condition.
