I guess it could be worth more to a collector than scrap silver,But on value my guess would be whatever a ounce of .999 silver is going for?

International Trade Unit/Silver Art Bars usually fetch on an average of about 15% over Silver spot. However, the scratches on the bar from someones attempt to clean it, could de-value it somewhat as Collectors of these want pristine, uncleaned Silver bars.

It's worth pretty much melt in the condition it's in. If it was in a wrapper/mint condition, maybe a small premium. It can be a much higher value depending on the assayer/production number.
