Interesting looking coin. I think you should get a local error expert to take a look at it in person. Check your local coin dealers or wait for the next FUN coin show and bring it there for opinions.

Looks ike it was struck through grease. Many times grease will get on the die and will give this effect when a coin is struck with the obscured die.
