I can clearly see what you noted on Lincoln's coat collar which is likely from a blundered Die repair by a Mint Employee. However, the others appear to be scratches and/or gouges! Are these incuse (inward) or obtuse (raised or outwards)? If incuse, then they are likely scratches and/or gouges!
