Proof set packaging question

I bought a lot of coins that I'm very pleased with. The main coin is an 1851-O silver three cent piece that is VF-25-30 in my opinion normal I get this in rough condition. Also got a nice 1955 Franklin, several commemorative silvers, nice 1898-S Barber quarter, some misc AG and other coins. One piece of the lot is a 2000 S Silver proof set. My question is that the penny, nickel, dime, half and dollar have a reddish holder with a flag in the background. The quarters background is just plain red. I see both backgrounds online for the quarters but I can't figure out what the difference is. Does anyone know? One thought I've had is the flag background is from the year sets and the plain red is for the 50 quarter set??? I don't know..
