It's not a lamination. Could be a strike through, but what who knows.

Looks like a de-lamination after the strike to me! If struck through, the roof's right balcony's/catwalk's hand rail and ballusters would have more definition.

I think that pics of the coin due to it's error should be sent to Mike Diamond. Mike is a expert on Coinage Errors and will likely know the cause right away.
