I can't figure this one out...

I bought a huge box of foreign coins this am, only because it was cheap... All of it was common junk, no value. There is this one piece though, got me stumped.
My best guess, this is a fantasy piece, from India, or a similar commonwealth, made between 1953, and 1968.
This appears to be fake, but not a fake coin....bizarre.
