I am sorry to say but it is PMD (Post Mint Damage)! It appears that the coin may have been on the end of a roll of Dimes that got stuck in the Coin Rolling Machine and the machine mashed and smeared the letters as well as Roosevelt's bust and a portion of the Date. It also appears that there may have been some intentional damage done as well.
