1999 New Jersey quarter error? Copper?

Hi, i was given this back as change awhile back and I’ve been holding onto it and I’ve searched online for any known errors like this and one guy did post something about it but I just wanted to confirm. Missing a clad layer or maybe is a experimental coin? Any input would be greatly appreciated.

Looks like discoloration/tarnish from being in the ground. Clad coins exposed to the elements will discolor to a brownish hue.

Environmental exposure. As flinthunter posted, the discoloration likely came from being in the ground for quite a while. Soil conditions, be they mildly acidic or mildly alkaline, will cause discoloration of coins commonly in circulation. Colors will be predominantly earth tone browns and reds, although other colors do occur.

Past time for more coffee.

If it is a true error coin how would you find out without wrecking
the coin, maybe one of those electroscopes.
