MS65 or higher would be my guess, maybe "PL" added. It could be a proof, but it doesn't seem to have that proof "sheen".

Still trying to decide.
Extremely Fine 45 or so using Red Book guidelines. Wear on the hair and wear on the feathers on back and it looks like it's been polished or dipped. Still pretty though

I'm going to agree simply because if Proof,
shouldn't the Details be Very sharp from Multiple Strikes ?

Or is it the Camera that makes things look worn ?

The older quarters did not have the sharp details they do today.

Right! Here is a Proof MS67 PCGS graded. Notice though how this proof has a white glow to the high points, something proof's are known for. The coin in this thread doesn't have that white glow, so it's either a high grade regular strike, or it's been dipped:

Thats a deep cameo. A high level proof. The one he has is just a normal proof. There is Proof, Cameo and Deep Cameo. A DCAM for this date in PR65 would be worth around $50. This being a regular proof, $10.

I don't think it is a proof coin. Mint state of some level . There is two high points on the wash. quat. On the obv. it is the curl behing the ear. on the rev. it is the feet of the eagle. Neither shows any wear.

I feel similar, judging from the picture, I think that it would be graded as a high mint state coin or possible even a proof coin.

yup thats what i would grade it at. MS 65 or higher.

Agreed. MS64-65 if it hasn't been dipped, not a proof coin. Nice looking coin with no trace of wear as far as the photo goes.
Dave- Your looking at the reason it isn't a proof coin- Strike weakness.

Whitesid- Are those lines between the letters on the reverse? A-T-E-S- in States and in the OF and the A and the R in AMERICA, or just an optical illusion?

Ok, whitesid, take that coin to a coin dealer and tell us what he says. He may not give you a grade but he will tell you if it is proof or not. I have seen many Washington proofs and I believe that is what it is. My camera is not taking good pics right now but, bost of these coins are in original packaging from the mint. One is a proof and one is a regular strike. The proof is at least PR65 and the regular strike is at least MS65. I tried to get as close to whitesid's date because later proofs all have a cameo. I guarantee his is a proof.
