2017 dime with what looks like a rose blooming out of top set of maple leaves and also leaves and branch of other tree also on base of torch.

There are no maple leaves on a dime, are you referring to the small bumps on the olive branch on the left? If so they appear to be either small die chips, or possibly rust damage to the die.
