I could be wrong but it appears to me that the coin suffered Machine Doubling with a Westward shift of the second strike which resulted in the denticles being doubled on the West side of the coin as well as on the Date. The lower flat portions which are East on the Date is from the original strike and the higher portions of the Date which is shifted Westward, is the secondary Machine Doubling strike.
